Prior to joining CEP, Matthew served as a Program Specialist at the Virginia Department of Environmental Quality, where he administered the state\u2019s Small Renewable Energy Permit-by-Rule program, managed regulatory updates, and oversaw GIS resources for the Renewable Energy Division, including the development of the Virginia Renewable Energy Development Atlas.<\/p><p>Matthew began his solar career through planning and energy policy fellowshipsat PlanRVA and Dinwiddie County, conducting land use analysis and solar siting research to support utility-scale solar planning. He holds a Bachelor of Science in Urban and Regional Studies and a Master of Science in Urban and Regional Planning from Virginia Commonwealth University, along with a Post-Baccalaureate Certificate
