Johnson brings nearly two decades of energy sector expertise to his role as Director of Policy & Regulatory Initiatives at CEP Solar (Commonwealth Energy Partners). A seasoned leader at the intersection of energy policy, business strategy, and community engagement, Kirk is deeply committed to advancing Virginia’s clean energy future.

Before joining CEP Solar, Kirk served as Senior Vice President of Member Engagement at Old Dominion Electric Cooperative (ODEC) for nearly six years, where he led strategic partnerships and coalition building across the region. He also founded Second Break Strategies, a consultancy guiding clients through the complexities of the energy sector with a focus on strategic business planning and public policy analysis.
